You learn the Snowmaster 9000 from the Schematic: Snowmaster 9000. It requires at least engineering 190. You can get this schematic during the WOW World Event Winter Veil. It can be found in the Ticking Present or Smokywood Pastures Special Gift. The schematic is BOE so check your auction house too to pick up the recipe.
